This issue was reported to Lotus Software Quality Engineering and has been
addressed in Domino release 5.0.10.

SPR# KKIY5484MH - Fixed a problem where Operations Navigator issues "Connection
Refused" message when trying to add Sametime and QuickPlace.
When this message occurs, click OK and continue. The web setup process should
launch successfully.
